In January 2025, residents of Darwin and the broader Northern Territory reported significant increases in their strata insurance premiums, raising questions about the effectiveness of the federal government's cyclone reinsurance pool, established in 2022 to reduce insurance costs in cyclone-prone regions.

Homeowners like Matt Hoogland have experienced substantial premium hikes despite not making any claims. Since purchasing his home in 2021, Hoogland's insurance costs have risen by approximately two-thirds, leading him to question the sustainability of these increases. He expressed concerns about the continuous rise in premiums and the potential need to reassess his insurance coverage if the trend persists.

The Australian Competition and Consumer Commission (ACCC) highlighted that both home and strata insurance premiums in Northern Australia remain significantly higher compared to the rest of the country. In 2023, the median home and contents premium in the Northern Territory increased by 11%, while strata insurance premiums rose by 7% on a per $100,000 sum insured basis.

Limited competition among insurers in the region contributes to these elevated premiums. The Australian Consumers Insurance Lobby (ACIL) noted that some insurers are reluctant to offer quotes for new policies on certain buildings in Northern Australia, particularly larger structures. This lack of competition forces some property owners to seek coverage from international providers, often at substantially higher costs.

The cyclone reinsurance pool was designed to lower insurance premiums by reducing the cost of reinsurance for insurers covering cyclone-related risks. However, the ACCC's data indicates that while some consumers have benefited from reduced premiums, these savings have been offset by factors such as a hardening global reinsurance market, extreme weather events, and rising building material and labor costs.

ACIL has called for a restructuring of the reinsurance pool's funding to ensure a fairer distribution of costs and benefits. They suggest that the current structure places a disproportionate burden on Northern Australian policyholders, who are effectively subsidizing coverage for other regions with historical cyclone activity.

As the situation evolves, it is crucial for strata property owners in the Northern Territory to stay informed about changes in insurance premiums and to explore all available options to secure adequate and affordable coverage.
